Generally speaking, when a trailer light fuse blows when the trailer is plugged in that is because of a short in that circuit. However, when a light becomes dim while another light is on that is a sign of a bad ground. Therefore, I believe you have a few issues on your trailer that will need to be looked into. If you have access to a different tow vehicle then you can determine which side the fault is on, trailer or vehicle.

The breakaway setup should still activate the brakes to the point you can hear the magnets hum. The fact you can't hear yours means your setup isn't working currently. I spoke with the folks at Lippert who tell me that your issue sounds like a ground problem. The fact that you can get the motors to operate independently of the coach by directly attaching them to a battery would tend to confirm a poor ground connection.
